disease diagnosis. In case of prevention activities, “unmet need” indicates that there are not
effective prevention schemes in place where there should be. Unmet needs could also arise
from lack of development of health services in a given region. Though not necessarily linked
to technology choice, often the choice of technology has implications for coverage in such
areas where health services are under-developed.
